Title: State Lawmakers Take Lead in Regulating Artificial Intelligence, Urging Federal Action
In a bid to regulate artificial intelligence (AI) in government systems, state lawmakers in the US are directing their focus towards legislation before imposing restrictions on the private sector. The state of Connecticut is spearheading these efforts, with plans to create an inventory of all government systems utilizing AI by the end of 2023. Furthermore, Connecticut intends to conduct regular reviews to ensure that these systems do not contribute to unlawful discrimination.
Connecticut state Senator James Maroney is committed to collaborating with lawmakers from other states to develop model AI legislation. The proposed legislation aims to address critical matters like product liability and the requirement for impact assessments on AI systems. This initiative has gained significant traction, with 25 states, Puerto Rico, and the District of Columbia introducing AI bills this year alone. Additionally, 14 states and Puerto Rico have already adopted resolutions or enacted legislation related to AI.
While some states have established advisory bodies to oversee AI systems used by state agencies, others have passed laws mandating the scrutiny of these systems for potential discrimination. Several state-level bills have taken a targeted approach, addressing specific concerns such as limiting mental health providers’ use of AI and restricting employers from utilizing AI in employment decisions.
Although the European Union is leading in AI regulation, bipartisan discussions pertaining to AI legislation are also taking place in Congress. State lawmakers argue that federal action may be slow, prompting them to take the lead in regulating AI. They believe it is crucial for states to act swiftly to fill the void left by the absence of federal action.
While federal legislation and guidelines are being pursued to ensure the safe utilization of AI products, state-level initiatives have become increasingly crucial. It is these state laws that are keeping AI regulations within reach, providing safeguards until comprehensive federal measures are implemented.
As AI systems continue to shape various industries, state lawmakers are determined to strike a delicate balance between innovation and accountability. By working closely with other states and urging federal action, they aim to establish a robust regulatory framework that fosters responsible AI deployment across the nation.
